Regarding Transperth’s aim to reduce harmful emissions from all its vehicles, I ask -
(1) What proportions of the existing bus fleet are powered by -
(a) diesel; and
(b) Compressed Natural Gas (CNG)?
(2) Of the bus fleet that uses diesel, what is the sulphur content of that diesel?
(3) How does the sulphur content diesel used in the bus fleet compare to European diesel?
(4) What are the emissions from -
(a) European standard diesel;
(b) standard diesel; and
(c) CNG?

(b) Compressed Natural Gas (CNG)?
(b) standard diesel; and (c) CNG?
(c) CNG?
(b) 10.5% of the fleet is natural gas; Note: 0.2% of the fleet is liquid petroleum gas. In addition Transperth operates 3 new hydrogen fuel cell buses on behalf of the Department for Planning and Infrastructure. (2) All Transperth bus operators confirm that they are using fuel with a sulphur content of 50ppm available from the BP Refinery at Kwinana. (3) The sulphur content of the fuel used in Europe ranges from 10ppm through to 300ppm. (4) (a)-(c) Representatives from Mercedes-Benz advise that all emissions tested against the Euro Standards is done using diesel fuel with a sulphur content of 300ppm. Vehicles operating in Perth on 50ppm will deliver significantly better emission results than those tested using fuels with higher sulphur content. The results below give the values required for diesel and natural gas buses to achieve the relevant Euro standards. Diesel buses supplied to Transperth since 1999 meet Euro 2 emission levels (Australian Design Rules required Euro1 levels at that time). Euro 2 diesel emission levels are: CO 4.0g/kWhr HC 1.0g/kWhr NOx 7.0g/kWhr PM 0.2g/kWhr Gas buses supplied to Transperth in 2004 meet Euro 4 emission levels (Australian Design Rules required Euro 3 levels at this time). Euro 4 gas emission levels are: Static Test Transient Cycle CO 2.1g/kWhr CO 5.54g/kWhr HC 0.66g/kWhr CH 4 1.6g/kWhr NMHC 0.78g/kWhr NOx 5.0g/kWhr NOx 5.0g/kWhr PM 0.1g/kWhr PM 0.78g/kWhr
