During the debate on the Supply Bill on 29 June 1995 - I refer to Hansard pages 6279 to 6284 - the minister made an excellent speech in which he referred to the dangers of marijuana use. In addition to referring to the ample authoritative evidence that cannabis is harmful and has significant medical problems associated with its use, the minister also referred to the association of marijuana with road accidents. (1) Does the minister still hold these views? (2) If so, and in view of the extreme dangers of marijuana use in association with alcohol, what action does the minister contemplate taking within his portfolio with regard to the consumption of alcohol in conjunction with marijuana and the obligation of publicans to refuse service? (3) Will the Government’s recently announced policy on marijuana have any restrictions on the possession of marijuana in licensed premises? If not, will it be considered? Hon N.D. GRIFFITHS

I hope he continues to do so, as it will improve his knowledge. The honourable member has made a number of interesting observations. I do not have carriage of the policy to which the member refers; that is, the extension of cannabis cautioning. It is a matter that properly belongs in the police portfolio. However, the member has raised an interesting point about the consumption of liquor, the use of cannabis and people being in possession of cannabis on licensed premises while consuming both these items. That having been raised, it is appropriate that I give the matter due consideration and I will do that.
