I refer to the Minister for Health's promise last year to
release the Deloitte audit into staffing establishment levels that was due in
March 2023. With this report now being 6 months late and the rollout of nurse-to-patient
ratios being dependent on the release of this report, I ask: (a) How does the Minister
expect to keep to the two-year ratios timeline for a state-wide rollout
which is due November 2024, given we are nearly a year into this timeline
and ratios only exist in one ward of a single hospital; (b) Is the Deloitte report
still in ‘cabinet deliberations’ as was reported in The West Australian
back in July 2023; (c) If yes to (b), why is the report still being held back; and (d) If no to (b), why has the report not been released?

(a) Over the course of the ongoing Australian Nursing Federation (ANF) Enterprise Bargaining Agreement (EBA) negotiations, the State Government has committed to a phased transition from Nursing Hours per Patient Day to a Nurse Midwife to Patient Ratio staffing model within WA public inpatient areas. The ANF have not agreed to the offer made by the State Government and negotiations are ongoing. The timeframe will be initiated upon registration of the EBA with the WA Industrial Relations Commission, consistent with the offer made to the ANF.
(b) The Deloitte report is still being deliberated by cabinet.
(c) Internal validation is being undertaken on staffing and occupancy data and as such the report has yet to be finalised and signed off.
