The Department of Housing and Works supports applicants with referrals and services appropriate to their circumstances. Any public housing applications flagged as having a Complex Housing History, including exhibiting serious or dangerous behaviours, poor property standards, and dangerous or illegal activity at the property, undergo additional assistance and review assessment.
An applicant may be required to meet additional set criteria such as entering into a payment arrangement for their unpaid debt or being referred to appropriate support services due to their previous tenancy history.
An application may be ‘withdrawn’ pending further review or where the applicant does not meet their listed conditions, or have secured alternative accommodation elsewhere. In the 2024-25 financial year, 22 applications were withdrawn.
Additionally, the decision remains appealable under the Department of Housing Appeals Policy. Some applicants may also decide to withdraw their own application voluntarily.
