With regard to the development of a Coastal Management Plan for the Town of Port Hedland, as announced by the Minister on October 4 2002, I ask -
(1) Is the Minister aware that the Department of Planning and Urban Development developed a Coastal Management Plan for the Town of Port Hedland in 1992?
(2) Can the Minister identify the cost of the 1992 study?
(3) Can the Minister identify if the recommendations of the 1992 study, whilst being endorsed and implemented at the time, have been maintained?
(4) Is the Port Hedland Coastal Planning and Management Liaison Group still in existence?
(5) How will the new study differ from the 1992 study, given that the guidelines for both studies are almost parallel?

(2) The 1992 Port Hedland Coastal Plan was prepared in-house by the then Department of Planning and Urban Development. As such, no project cost may be identified. (3) While the Port Hedland Coastal Plan was endorsed by the Town of Port Hedland in 1992, it is not correct to state that the plan was implemented at the time. Implementation could only occur over a period of time. Generally, the policy position of the Town of Port Hedland has reflected the policy recommendations relating to the natural environment, the use and management of coastal areas and implementation. The implementation of sector recommendations has not been fully implemented, but can be summarised as follows: Sector 1 – Finucane Island: 12% complete Sector 2 – Town Beach: 80% complete Sector 3 – Spoil Bank: 35% complete Sector 4 – Cemetery Beach: 20% complete Sector 5 – Sutherland Street: 30% complete Sector 6 – Cooke Point: 30% complete Sector 7 – Goode Street Beach and Pretty Pool: 85% complete Sector 8 – Pretty Pool to Six Mile Creek: 35% complete (4) The Port Hedland Coastal Planning and Management Liaison Group is still in existence, but is now known as the Coastal Planning and Management Working Group. This group meets every 2 months. (5) The following points are offered: · The new study will expand the study area to cover the entire coastline of the Town of Port Hedland [some 200km], where the Port Hedland Coastal Plan only examined the immediate coastal area in the townsite [some 20km]. Attention will also be given to coastal access routes. · The new study will expand substantially on the Port Hedland Coastal Plan, and set broad directions and objectives for particular policy areas, for example, Munda Beach and Cowrie Cove, and turtle management.
