QuestionView source ↗
With regard to Western Power’s recent Reverse Your Thinking campaign, I ask - (1) How much money has been spent promoting the use of reverse-cycle airconditioners rather than gas heaters for home heating? (2) What is the breakdown of that total cost in television, bus shelter and other advertising, and staff time? (3) If this campaign is successful, by how much does the Government hope gas consumption for home heating will be reduced? (4) If the campaign is successful, by how much is it expected that the demand for coal-generated electricity will increase? Hon TOM STEPHENS

I thank the member for some notice of this question, to which the Minister for Energy has provided the following response - (1)-(2) Western Power operates as a corporate identity within a competitive framework. Wester Power has advised that in a competitive environment this is commercially sensitive information and, regrettably, cannot be disclosed in public. (3) As Western Power is not permitted to sell gas, it does not have accurate consumption data by sector and is unable to establish the impact of the campaign on gas consumption. It is anticipated that electricity demand from the use of airconditioners for heating will increase by more than 50 per cent over the next five years. (4) Because increased sales will be incremental, it is expected that there will be little impact on coal-generated electricity consumption given that this fuel source is used primarily for the State’s base-load electricity requirements. Incremental demand is usually met by a gas-fired generating plant.
