16. Hon COLIN HOLT to the minister representing the
Minister for Emergency Services:
I refer to the Bunbury Outer Ring
Road.
(1) Which
organisation or organisations are responsible for the development of new fire
and emergency plans for the area affected during and after construction of the
Bunbury Outer Ring Road?
(2) What local
community consultation has taken place to date in the development of these
plans and who was involved in this consultation?
(3) Has a draft
plan or final plan been produced; and, if so, when can the local community
expect to see the draft plan or final plan?

I thank the honourable member for
some notice of the question.
The following answer has been
provided to me by the Minister for Emergency Services.
(1) The local government is responsible for fire and
emergency plans for the area. A bushfire risk management plan is
currently being developed by the Shire of Capel with Department of Fire and
Emergency Services support to identify and mitigate the risk of bushfire in the
area. Main Roads WA, as the Bunbury Outer Ring Road BORR project manager, would
also have some responsibility during the construction phase. However, DFES has a south west response zone
operational protocol plan that is enacted during the high- threat period between 1 December and 31 March
each year. The construction of the BORR will have no direct impact on this
plan. Similarly, DFES has a south west region high-threat period enhanced mobilising plan on trial. The local governments
were consulted during the preparation of the DFES response plans. The
response plans are reviewed annually in consultation with the local government.
(2)–(3) Not
applicable. The local government is responsible for the fire and emergency
plans for the area.
