The Federal Government develops international adoption policies between Australia and overseas countries and the State Government administers the process. It has been brought to my attention that the international adoption process in Western Australia is experiencing some delays in the assessment procedure and is lagging behind other states. Can the Minister please advise -
(1) How many people in Western Australia are currently waiting to be assessed for international adoption?
(2) From which countries are people waiting to adopt?
(3) Why do people have to pay upfront?
(4) Why is the waiting time for assessment so long?
(5) Why cannot medical assessments be carried out first?
(6) How is the overall adoption payment allocated, that is, how much goes to the -
(a) State Government;
(b) country of adoption; and
(c) orphanage?
(7) How many international adoptions have been processed per annum in Western Australia over the last five years?
(8) How many international adoptions have been processed per annum in the other states and territories of Australia over the last five years?

(1) As of 28 March 2007 there were 22 applications waiting to be assessed. (2) The countries are China, India, Ethiopia, India and Hong Kong. (3) Applicants pay at stages in the process, they are not required to pay upfront. The WA adoption service recoups only a small part of its real costs in fees. (4) It is important to ensure that thorough checks are in place to protect children. A number of assessors withdrew their services. The recruitment process took much longer than anticipated and the delay in assessments was the result. (5) Medical assessments occur at the beginning once an application is lodged and ahead of the assessment stage. (6a) Registration ($750) and assessment ($986) for the first adoption is $1,736.
