Mr. Masters questions discrepancies in the WA budget papers regarding the management of forest areas, specifically concerning the transfer of hectares between Sustainable Forest Management and Nature Conservation outputs. The answer clarifies that the reduction in forest management is already accounted for in the total area managed under Nature Conservation, with the increase attributed to land acquisition.

(1) Where have the 400,000 hectares of ‘forest area managed’, being the difference between the areas shown in the 2001-2002 Estimated and 2002-2003 Target columns as indicated on page 628 of the 2002-2003 Budget Paper No. 2, been moved to within the budget papers?
(2) If these 400,000 hectares have been located under Output 1: Nature Conservation as shown on page 625, why is it that the ‘Area managed’ is shown to increase by only 300,000 hectares?
(3) If these 400,000 hectares now fall under Output 1: Nature Conservation, does this mean that this portion of the CALM-managed conservation estate excluding the above-mentioned 400,000 hectares will actually reduce by 100,000 hectares during the 2002-2003 year?
(4) How is the increase of 300,000 hectares of ‘Area managed’ shown on page 625 reconciled against an increase of 400,000 hectares transferred from Output 2: Sustainable Forest Management plus an additional increase due to ‘further acquisition of lands in 2002-2003’ as stated on page 625?

(2)-(4) The area managed and quoted under the Nature Conservation Output is the total area of all lands (including State forest) and waters managed by the Department of Conservation and Land Management. The area managed under the Sustainable Forest Management Output is a separate measure that has been reduced as a result of the Protecting our old-growth forests policy. However, the 400,000 hectares noted as a reduction in the Sustainable Forest Management Output is already included in the total area managed under the Nature Conservation Output. The increase of 300,000 hectares noted under the Nature Conservation Output is an anticipated increase as a result of conservation land acquisition purchases.
