some notice of this question.
(1) To claim the
secondary assistance scheme allowance, an applicant must satisfy the following
eligibility requirements: the parent or guardian holds an eligible concession
card and the student or students being claimed is/are listed on the card; the
student is enrolled in years 7 to 12 studying a full-time secondary course at a
Western Australian school or is registered with the Department of Education for
home education in Western Australia; applicants may be eligible up to and
including the year the student turns 18 years of age; applicants must not have
previously received the allowance for the same student enrolled at another
school in the same year; the allowance for the student has not previously been
claimed by another parent or guardian in the same year; students who have their
own Health Care Card and are financially dependent on their parent or guardian
may not apply, the application is to be made by the parent or guardian only,
unless the student is declared independent by the Department of Human Services,
Centrelink; applicants are not foster parents, the Department for Child
Protection and Family Support is responsible for all associated costs for
children in its care; and applications must be received prior to each year's
closing date.
(2) The number of
applications made is as follows —
(a) in 2013, 19 623
(b) in 2014, 20 286;
and
(c) as at 30
September 2015, 26 097. The 2015 payments are relatively higher due to the move
of year 7 students to secondary.

There is no data available for 2013 or 2014.
(c) As at 30
September 2015 three applications have been unsuccessful. The applications were
received after the closing date and were not been approved as they had not met
eligibility criteria.
