I have a supplementary question. Why is the minister so determined to deny the Plunkett family and other developers around this state their private property rights? Ms A.J.G. MacTIERNAN

Therein lies the problem that the government has when dealing with the opposition. The opposition does not seem to be prepared to accept that the planning laws that have been in place for 100 years inherently have within them fetters on the rights of property owners. That is the whole basis of land-use planning. We have made it very clear that we believe that there is a strong case that this land should be zoned away from residential. Several members interjected. The SPEAKER : Order, members! Ms A.J.G. MacTIERNAN : This issue has absolutely nothing whatsoever to do with the personalities involved. When we downzoned land from urban back to rural in the Madora and Singleton areas to provide the green belt there, I do not remember opposition members jumping up and down about it. Indeed, I remember them supporting that move.
