I thank the member for North West Central for the question and
for his support of sport.
This excellent program is really successful. People know that
the Western Desert has traditionally been a pretty difficult area to service
because of its remoteness, isolation and geographical features et cetera. In
2008 we entered into a three-year partnership with Newcrest Mining to deliver
an Aboriginal development support program. This unique arrangement provided for
a fly in, fly out officer, based at Telfer, to service all the communities
across that vast region. Under the agreement, Newcrest provided airfares,
office services, accommodation, meals and a top-up of the salary so that we
could competitively meet the employment market to get the right people.
Newcrest also supported vehicle running costs. It has given great support to
this program.
On the back of the program's success I approved
additional funding in 2010 to support the employment of a further fly in, fly
out officer because we found we were wearing out the initial person. The
program was growing and we were getting such good engagement with the local
people, I thought it was an opportunity to extend the program. That extension
has ensured the continuity of the program. Quite often we run programs and they
come and they go, and we lose the benefit and value of the investment. The
partnership, I think, has realised better results than we expected, and the
great thing about it is that it has delivered a great capacity and
participation levels for the Martu people. I think it is really helping their
lifestyles. It has led to the Martu people taking responsibility for the
delivery of sport and recreation, because we can come and go, but for them to
deliver it themselves out there is a fantastic outcome, and they have now
established their own sports council.
I will quickly outline some of the successes. Eleven sports
have been successfully introduced, including soccer, basketball, athletics,
cricket and hockey. There have been 175 community sports clinics. Seven coordinator
roles have been filled by men from the hosting communities, so they are really
involved. Ninety-six community members have been trained as umpires and
coaches, which enables the sports to continue locally, and 365 community
members have participated in the mentoring program that covers event management,
communication and business development; 170 community members are delegates,
representing communities across the region and providing direction for the
ongoing development of the program. They have control of how this program is
running, with assistance from my department. I recently made an easy decision,
which was to approve $288 000 being partnered with the contribution from
Newcrest and now the federal government to continue this outstanding program
over the next three years. This partnership is the only one of its kind in
Australia, and I look forward to keeping the house advised. It has been a
terrific success.
