(1-5) Mr Carew Hopkins has been engaged by the Department of the Premier and Cabinet as a Ministerial Consultant (on a contract for services) to provide services associated with the establishment of a new Department for Regional Development, to and as required by the Minister for Regional Development.
Mr Carew Hopkins has been engaged for the period from 25 September 2008 to 24 September 2009 at the total estimated value of $110,000 (excluding GST and expenses).
(6) Mr Carew-Hopkins is qualified with a degree of Bachelor of Engineering (Civil) and is an Accredited Mediator through LEADR Association of Dispute Resolvers.
His professional experience includes a wide range of positions over a 30 year period in professional employment including 25 years experience with Government.
In 1978 Mr Carew-Hopkins commenced his professional career as a Construction Engineer with Ralph M Parsons and Cliffs Robe River at iron ore facilities at Cape Lambert and Pannawonica involved in construction projects such as workshops, haul roads, mess facilities, power supplies, housing, railway lines and water supply.
He then worked on the power line construction between Muja and Perth and the Worsley Refinery site investigations
During the 1980s he worked for the Water Authority of WA involved in co-ordination of the Gnangara Mound Environmental Review and Management Program. He also carried out groundwater modeling and yield studies, groundwater investigations, well field review and water resources management. He travelled widely throughout Western Australia developing and upgrading town water supplies.
In 1994, Mr Carew-Hopkins was recognized for his expertise and experience in water supply matters and worked on the Legislative Assembly Select Committee on Metropolitan Development and Groundwater Supplies to assist, research, advise and participate in the inquiry into the development of the Perth Metropolitan Region and the impact of development on groundwater resources used for Perth's water supply.
In October 1995, he was appointed to the position of Director, Office of the Appeals Convenor for the Environmental Protection Act. In this role he role coordinated and facilitated the processes dealing with appeals, to ensure that proponents, appellants and decision-making authorities all receive due opportunity to put their views.
In February 2003, he was appointed as a Special Investigator to carry out a function and structure review of the Department of Environmental Protection and the Water and Rivers Commission for the Minister for the Environment.
In April 2003, he was appointed by Government as the Chief Executive Officer of the Department of Environment and Chief Executive Officer of the Water and Rivers Commission to complete the merger of the two organizations. In this role he also had responsibility for a diverse range of environmental and water related regulation, assessment and investigation including a significant agenda of new initiatives across the water and environment portfolios. He gained significant experience in machinery of Government processes and continued in this role until May 2006.
Mr Carew-Hopkins has extensive experience in machinery of government and regional issues and is well qualified to provide advice to the Minister for Regional Development and Lands relating to the creation of a new department for regional development.
