Treasurer:

refer to an article on the Insurance News website dated 7 March 2022 titled ''ICA
advisory group meets on out- of-home care market collapse''.
(1) Is the
Insurance Commission of Western Australia currently providing insurance cover
for out-of-home care and homelessness services?
(2) If yes to (1), when is that
cover scheduled to cease?
(3) Will the
Treasurer table the most recent briefing note or similar document he has
received about ICWA insuring these services?

I thank the honourable member for
some notice of the question. The following answer has been provided by the Treasurer.
(1)–(3) The
Insurance Commission is not providing insurance cover for out-of-home care and
homelessness services. However, in acknowledgement of the criticality of this
issue, the McGowan government has granted temporary indemnities to certain
non-government organisations whilst longer term options are explored. Temporary
indemnities have been granted to certain NGOs contracted by the Department of
Communities to provide out-of-home care and youth homelessness accommodation
services in Western Australia to cover
claims for alleged incidents of physical and sexual abuse occurring within WA.
This is a global issue. The Insurance
Commission is aware that an interjurisdictional working group, comprising representatives from all states and
territories, has been established to find long-term sustainable solutions to this issue.
