I refer the Minister to the press release dated 28 May 2017 which announced a schedule for Metronet rail projects with expected timelines given as follows, Airport end of 2020, Yanchep complete in 2021, Thornlie complete 2021, Ellenbrook complete 2022, Byford complete in 2023, and I ask: (a) Would the Minister table any government agency document provided to the Minister in 2017 that outlined the project schedule and provided some detail as to how this timeline for five rail lines would be met, and if not, why not; and (b) Would the Minister table the relevant document that first informed the Minister that the plan for five rail lines by 2023 cannot be met, and if not, why not?

(a)-(b)  The delivery timeframes set out in the WA Labor Government’s 2017 Election commitment were reflective of the conceptual pre-planning phase.
Following the creation of the METRONET Office in May 2017, the planning for each individual project was progressed through the appropriate iterative processes – and underwent refinement through various stages of development (including options analyses and business case evaluation).
The Minister was shocked to learn on coming to office that:
·       there had been zero planning done for the Ellenbrook Line;
·       despite the Liberal Party committing to the Thornlie-Cockburn Link at the 2017 State Election, there was not any advanced planning; and
·       despite it being named as a ‘key transformational project’ by former Liberal Transport Minister Troy Buswell in 2011, no planning had been done for the Yanchep Rail Extension.
