I have a supplementary question. Is the Treasurer not ruling out bringing subcontractors in the housing industry into the payroll tax net, thus increasing the cost of an average house by between 1.5 per cent and four per cent? I judge from his answer that he is not ruling that out. Mr C.J. BARNETT
