(2) According to expected out-turn data submitted for the 2003/04 budget, the following agencies have made, or are expected to make, higher capital repayments in 2002/03 than originally estimated in the 2002/03 budget. In relation to the significant variances: · the Western Australian Government Railways Commission repaid some New MetroRail Project debt, which was raised to support cash flows during the period in which responsibility for the project was transferred from the Department for Planning and Infrastructure. This temporary debt raising was extinguished in the same year it was raised; and · the State Housing Commission and the Department of Treasury and Finance refinanced some long term debt, taking advantage of lower interest rates.
