I refer to the appointment in 2019 of Mr Ross Love as lead consultant on the proposed voluntary Port Hedland buyback scheme for the “West End”, and ask: (a) Has Mr Love's report been considered by government; (b) When will the government make a policy announcement in respect to this report; (c) Have the major port users agreed to the reports recommendations; (d) When will the details of the price mechanism
methodology be released; (e) Will the costs of dwelling construction be taken into account with the price mechanism; (f) Will the buy back scheme be of sufficient financial magnitude that it
will actually enable the "West End" to be vacated by residents and land
owners; (g) Does the Minister accept that property owners in negative equity will be largely unable to exit their property holdings; (h) Is it the intention of the government to rezone this precinct for industrial use before or after this scheme in completed; and (i) Exactly which area of the "West End" will this scheme cover?

(a)-(b)  Government has not made a decision on the Port Hedland Voluntary Buy-back Scheme (PHVBS). Mr Love’s report will provide the basis for a submission to Cabinet in the near future.
(c)        Discussions with major port users are continuing and positive.
(d)       Following consideration by Cabinet.
(e)-(g)  The intent of the PHVBS is to provide a mechanism for residents of the West End to vacate if they choose to. The PHVBS will be a voluntary scheme, and property owners will need to individually consider their circumstances.
(h)        The zoning of land is a Western Australian Planning Commission (WAPC) decision, however under proposed zoning in the draft Improvement Scheme, 42 uses can be considered. All uses will require the approval of the WAPC.
(i)         Consistent with the draft Improvement Scheme it is proposed that the PHVBS cover all residential properties west of Taplin Street.
