I refer to my question on notice No. 5664 in relation to strategies to achieve the efficiency dividend, and I ask —
(1) Can the Minister provide a comprehensive breakdown of the 'general efficiencies' that will be used to meet the efficiency dividend?
(2) Can the Minister advise —
(a) what 'general' institutional training refers to;
(b) by how much will general institutional training be reduced;
(c) which, if any, non-critical skills courses will be no longer be offered;
(d) which, if any, non-critical skills courses will be offered at reduced numbers of State Training Providers;
(e) in relation to each of the courses identified in (c) and (d), when these changes will come into effect;
(f) in relation to each of the courses identified in (d), the —
(i) State Training Providers that originally offered the course; and
(ii) State Training Providers that will offer the course after these changes have come into effect?
(3) Will the Minister be providing any training alternatives for students who are currently enrolled in courses identified in 1(c) and (d)?
(4) If no to (2), why not?

(1) The Government is committed to ensure the State's highest priority skill shortage needs are addressed as outlined in the
State Training Plan
and
Skilling WA: a workforce development plan for Western Australia.
State Training Providers are expected to maintain or increase training efforts in apprenticeship and traineeship training, other priority skill shortage training and participation of under-represented groups. The efficiency dividend will be achieved without impacting service delivery outcomes through a combination of the rationalisation of non-critical skills training and general efficiencies across the Department of Training and Workforce Development and State Training Providers. General efficiencies will target areas such as administration, service delivery reforms, information technology initiatives and general consumables.
(2)(a) 'General institutional' training refers to training to obtain qualifications where no employment and training contract is involved with an employer. Many of these qualifications are considered regular or low priority as determined by the level of demand for skilled workers. These qualifications do not appear on the State Priority Occupations List (SPOL).
(2)(b) The training reduction component of the efficiency measures are expected to reduce training delivery by approximately 216 000 student curriculum hours (SCH) in 2012 and a further 295 000 SCH in 2013.
(2)(c) Course level information is not available as funding agreements are yet to be finalised for 2013. The majority of reductions in 2012 have been achieved by reducing overall delivery levels in areas of low demand as opposed to discontinuing delivery of whole courses.
(2)(d) Course plans and funding agreements for 2013 are yet to be finalised. Therefore details  on non-critical skills courses that will be offered at reduced numbers of State Training  Providers, is not known.
(2)(e) Not applicable.
(2)(f)(i)-(ii) Not applicable.
(3) Subject to demand, State Training Providers may choose to make some of these courses available on a fee for service basis.
(4) Not applicable.
