I refer to page 829 of the 2009–2010 State Budget and the significant issues paragraph that refers to the introduction of new capacity building programs and ask:
(1) Are the capacity building programs referred to in this paragraph, the same process of structural reform initiated by the Minister with his announcement on 5 February 2009 at Exmouth; and
(a) if not, can the Minister give detail of what programs this refers to?
(2) How many FTE equivalents have been dedicated to these programs?
(3) What is the direct cost within the Department of managing these programs?

(1) Yes.
(2) Four new FTEs have been dedicated. Other Departmental existing resources are also assisting.
(3) $500,000 for a new Sustainability Unit including the 4 new FTEs. Other Departmental costs relating to existing resources are being applied.
