(3) The report forms part of current deliberations by Government which will be considered by Cabinet in the future and therefore the report is considered to be Cabinet in confidence.
(4) The KPMG report coincides with the State Government's trial and review of the Bushfire Risk Management Planning (BRMP) regime led by the Department of Fire and Emergency Services (DFES).
A "strategic stocktake" of whole of government activities and investments addressing bushfire risk management was announced by the Hon Joe Francis in Parliament on 24 March 2015. The KPMG report will now help inform the Government's deliberations, within the context of that stocktake.
(5) The Department of Lands has worked closely with DFES, the Office of Bushfire Risk Management (OBRM) and, more recently, the State Emergency Management Committee (SEMC), to help develop the emerging BRMP model. This includes active involvement in the South West trials (now completed), a contribution to the review of the existing emergency services legislation, and investigations into a suitable whole-of-government mechanism to ensure a coordinated and
cost-effective implementation of State Government responsibilities on Crown land, under the emerging BRMP model.
The BRMP has been undertaken in close consultation with the State Emergency Management Committee (SEMC) and local Governments. State Government has recently allocated a further $4.7M to support the extension of the BRMP process.
