(1) Is it a matter of policy that Lotteries Commission cheque presentations to community organisations are to be primarily done by coalition members, or is it just coincidence that since February 2000, of the first 38 presentations, 36 were by coalition members, one by an independent member, and only one by a Labor member who is retiring at the next election?
