I have a supplementary question.
Given that the minister was surprised by the amount of tickets available and
given that the minister has said there has been an internal review, why is the
minister's action relating to these agencies so different from the
approach he took to Healthway?

K.D. HAMES : What happened is that the Public Sector Commissioner did a
report that indicated —

that there had been inappropriate behaviour within that organisation. I have to
say that my view is that its findings against board members were over the top—to
you guys up there—and did not reflect the actual findings of what was
in the report. But the report did find that that board should have been aware
of what was going on within its department, and I share that view. For that
reason, those positions became untenable; the Premier asked the members to
resign and they all did so. Now we are creating a replacement body to carry on
the work that was there before. Everyone keeps saying they were the same
issues; they were not. There is a significant difference between what happened
within Healthway and tourism. In Tourism WA, the board is totally aware of the
tickets; it has a strategy and a purpose behind distribution, and it
particularly involves key stakeholders going to events. The difference with
Healthway was that some of the staff were keeping knowledge of certain things
from the board, and significant numbers of tickets were going to people with no
system of recording or reporting all the details of who used those tickets and
where they went.
