(2) 158 crashes were reported on Guildford Road between Caledonian Avenue and Seventh Avenue in the 5 years from 1999 to 2003. Five of these crashes involved pedestrians. (3) No fatalities were recorded on this section of Guildford Road in the five years from 1999 to 2003. One fatality has since been recorded at the intersection of Guildford Road and Eighth Avenue in 2004. This intersection is already controlled by traffic signals. (4)-(5) Guildford Road is a major four lane Primary Distributor road carrying over 20 000 vehicles per day. A reduction in the existing 60 km/h speed limit would result in congestion and encourage traffic to use adjacent, less suitable roads such as Whatley Crescent, Railway Parade and other local roads. The imposition of 40 km/h speed limits is generally reserved for special zones for restricted times and could not be applied on Guildford Road without having a major impact on the level of congestion and traffic efficiency and detrimental impacts on the adjacent local government road network.
