In the 28 September 2006 edition of the
Busselton Margaret River Times
it was reported that, in response to Vasse MLA Troy Buswell’s request to completely remove commercial fishing from Geographe Bay, the Minister was contemplating a range of options to address the fisheries resource sharing issue in Geographe Bay, and these options range from minor changes to the existing management regime through to the complete removal of commercial fisheries -
(1) What professional fisheries operate in Geographe Bay?
(2) Which of these professional fisheries are in conflict with recreational fisheries in the Bay?
(3) Is The Minister aware of the recent article titled ‘Geographe Bay’s fishing frenzy’ in the 2 November edition of the
Busselton Margaret River Times
that quotes ‘In the words of Mr Fishing- Rusty Ellis from Ocean to Outback- the Bay has been ‘going off’’ and then lists the considerable abundance of fish being taken by recreational anglers in the Bay?
(4) What is the exact nature of the resource sharing issue for those professional fisheries identified by the Minister in (2) above?
(5) What is the estimated number of recreational fishers who have fished in the fishing block that encompasses Geographe Bay in the following years -
(a) 2000;
(b) 2001;
(c) 2002;
(d) 2003;
(e) 2004; and
(f) 2005?
(6) What is the estimated average success rate per recreational fisher fishing in the fishing block that encompasses Geographe Bay for the following species in each of the years listed in (5) above -
(a) pink snapper;
(b) queen snapper;
(c) dhufish;
(d) breaksea cod;
(e) samson fish;
(f) skipjack;
(g) squid;
(h) shark;
(i) whiting;
(j) herring;
(k) tailor;
(l) garfish; and
(m) salmon?
(7) What was the total catch by recreational fishers for each of the species listed in 6) above for each of the years listed in (5) above for the fishing block that encompasses Geographe Bay?
(8) What is the number of professional fishers who have fished in the fishing block that encompasses Geographe Bay for the years listed in (5) above?
(9) What was the total catch by professional fishers for each of the species listed in (6) above for each of the years listed in (5) above for the fishing block that encompasses Geographe Bay?
(10) The
Busselton Margaret River Times
article of 28 September makes reference to a meeting that the Minister had with stakeholders in the region about a year ago on the matter, and I ask -
(a) where and on what date did the meeting take place;
(b) who was present a the meeting;
(c) who chaired the meeting;
(d) what was discussed at the meeting;
(e) what were the outcomes from the meeting; and
(f) what undertakings did the Minister give to those present at the meeting?
(11) Has the Minister held any meetings with Geographe Bay professional fishermen in relation to the option of closing the Bay to professional fishermen?
(12) If yes to (11),
(a) where and on what dates did any such meetings take place;
(b) who was present at any such meeting; and
(c) what were the outcomes from any such meeting?
(13) If no to (11),
(a) why not; and
(b) when does the Minister intend to meet with affected Geographe Bay professional fishers?

Geographe Bay is a fertile and popular fishing ground for both commercial and recreational fishers. Over the years there have been a number of disagreements between the two sectors as to how fish stocks should be managed and who should have access to them. This underlying tension has only been heightened by the popularity of the southwest as a tourist destination, and more recently as a destination for baby boomers and sea changers. Notwithstanding these tensions, the fisheries management regime in place has generally been successful from a biological perspective and on the whole fish stocks are sustainable. The immediate issue to address in Geographe Bay is therefore the competing interests between commercial and recreational fishers, and to deal with this problem I have been working closely with the stakeholders. In particular on the 1 st and 2 nd of this month I was in Busselton and Bunbury meeting with both commercial and recreational stakeholders to hear their views and develop a way forward. As a result of these meetings I received broad support from the stakeholders for a two stage process. The first step is the immediate introduction of a four-day closure to commercial salmon fishing over the Easter long week end between Cape Naturaliste and the Old Dunsborough Boat Ramp. This closure will be in place this Easter. The second step is the development of a longer-term spatial separation arrangement within the Bay. This initiative has two key objectives 1. Ensuring that we can maintain and even improve on the high standard of recreational fishing to be found in Geographe Bay. 2. Supporting a future for an appropriate level of commercial fishing so as to ensure the supply of fresh local fish and bait to the southwest. I am currently working with stakeholders on this proposition and expect to meet with them again around June this year to further develop the detail. I am confident that this process will deliver an excellent outcome and appreciate the positive manner in which all stakeholders are engaging with me on this challenging matter. I look forward to further informing the Council as to my progress.
