I refer to the Premier’s comments in this place on Tuesday regarding the Ningaloo coast when he said that the Government would make sure that proper planning and development controls are in place to bring about a sustainable future for the area. I further refer to the proposal to construct a boating facility at Monck Head, Ningaloo Reef, as approved by the Minister for the Environment. (1) Is the Premier aware that the size and scale of the planned facility at Monck Head has increased dramatically beyond what was initially approved by the Minister for the Environment? (2) Is the Premier also aware that the plan, which has been extended, will result in an estimated 30 000 tonnes of limestone being dumped on the Ningaloo Reef? (3) Given the Shire of Carnarvon has resolved to withdraw from the government stakeholder group on grounds of safety, size, inappropriate location and “strong community opposition to the facility”, does the Premier concede that planning for the facility has failed to achieve an acceptable outcome? Dr G.I. GALLOP

(1)-(3) The Department for Planning and Infrastructure proposals for that particular facility have been agreed to only subject to conditions of the Environmental Protection Authority. They are: the prevention of the discharge of hydrocarbons, management of turbidity during construction and the implementation of a range of environmental commitments made by the DPI. Several members interjected The SPEAKER: Order, members! Dr G.I. GALLOP: Any proposal carried out by the DPI on that boat ramp facility will have to meet the requirements laid down by the EPA.
