I refer to page 13 of the 2014-2015 Department for Child Protection and Family Support Annual Report , which advises that the KPI for the proportion of children not subject to a subsequent substantiation of harm within 12 months of a previous substantiation of harm is below the target of 95 per cent at 94 per cent, and I ask: (a) why is this KPI target not 100 per cent; (b) by region, what was the percentage of children subjected to a subsequent substantiation of harm within 12 months of a previous substantiation of harm; (c) by Aboriginal and non-Aboriginal children, what was the percentage and number of children subjected to a subsequent substantiation of harm within 12 months of a previous substantiation of harm; and (d) by departmental or Out of Home care service provider, what was the percentage and number of children subjected to a subsequent substantiation of harm within 12 months of a previous substantiation of harm?

(a) The target of 95 per cent acknowledges that reported results can be affected by factors beyond the control of the Department, or a change in the child’s or the family’s circumstances after the initial decision to substantiate was made. This target has been approved by the Auditor General.
(b) The percentage of children subjected to a subsequent substantiation of harm within 12 months of a previous substantiation of harm, by district, is as follows:

East Kimberley           13 per cent

Unknown – 2 per cent, 15
(d) One child placed with a Department foster carer had a substantiated abuse in care assessment, who also had another substantiated assessment within 12 months with their caregiver assessed as causing significant harm.
