934. Hon Tom Stephens to the Minister for Tourism:
On September 6 2000 the Minister advised that the successful proponent winning contractor for the Perth Convention and Exhibition Centre had provided only 17 000 square metres of Exhibition space instead of 20 000 square metres, and failed to provide a separate performing arts space. On September 12 2000 the Minister advised that the successful proponent fully complied with the Mandatory Requirements as set in the tender request and I ask -
(1) Will the Minister confirm that the Government's Request for Proposal document dated August 23 1999 states that the Mandatory Requirements were 20 000 square metres of Exhibition space and a separate performing arts space?
(2) How does the Minister reconcile this with his comments of September 12 2000?
The Minister Replied:
(1) Yes.
(2) The decision to reduce the mandatory requirement below 20,000 square metres was taken by the negotiation team of the Perth Convention and Exhibition Centre taskforce during final negotiations with the two shortlisted consortia.
I do not believe I ever stated that the successful proponent fully complied with the mandatory requirements. I have previously informed the Member in Question Without Notice No. 131 that all three proponents were written to on 17th December, 1999 and advised the evaluation panels did not consider that they had met the mandatory requirements of the Request for Proposal. Furthermore, I stated that Multiplex provided a flexible arts space but that it was not separate.
