CORRECTIONS SYSTEM, INDEPENDENT INQUIRY
Further to my question of 30 March 2005 concerning the minister’s announced major independent inquiry into the corrections system - (1) Will the inquiry move beyond what the minister says is the entire prison system so that it will be able to examine the full range of criminal justice processes that impact upon Aboriginal people? (2) Will the inquiry examine processes that are less likely to introduce Aboriginal people into the courts; namely, cautioning and court diversion, restorative justice practices and Aboriginal courts? (3) Will the inquiry examine the lack of quality and culturally appropriate treatment programs? (4) Will the inquiry examine the lack of local community operations throughout the state, which means that offenders are being moved over great distances to receive treatment programs? (5) Will the minister consult with major stakeholders in establishing the terms of reference of the inquiry? Hon KIM CHANCE

I thank Hon Giz Watson for some notice of the question. (1)-(2) The inquiry will be established to examine and specifically report on the corrections system in Western Australia. This will involve the prisons system and the management of offenders in the community. (3)-(4) The inquiry will be expected to examine the delivery of offender programs and services in custody and in the community. (5) Yes, he will.
