I have a supplementary question. I thank the minister. The preliminary legal advice I have been given is that although funding is contrary to the federal Constitution, under - Point of Order Mr J.C. KOBELKE: A supplementary question is supposed to be a short question, not a statement. The member is clearly making a statement. The SPEAKER: It is plain that that is the case. The member for Alfred Cove should ask her question and not engage in a lengthy preamble. Questions without Notice Resumed Dr J.M. WOOLLARD: Will the minister seek advice on this issue of capping the funding, because the preliminary advice I have is that it is possible under section 175R; and, if so, will the minister consider an amendment when the Bill comes before the House?
