My question relates to the building and construction industry training fund levy. (1) Why does the fund require a surplus of more than $12 million? (2) Is there any intention of reducing the surplus; and, if yes, by how much? (3) How will the current surplus be spent and what is the time line for a reduction? I thank the member for some notice of this question. I provide this answer on behalf of the Parliamentary Secretary to the Minister for Education and Training. (1) The fund does not require a surplus of $12 million. The ministerial review of the Building and Construction Industry Training Fund and Levy Collection Act 1990 recommended that the reserve - $9 million at the time of the review - be reduced and in future as much of the collected funds as possible should be allocated to training each year. (2) Yes. The amount of reduction has yet to be determined by the new building and construction industry training board. (3) The new board has yet to determine how it will spend the surplus. One option being considered by the board is to expand the list of trades from which employers can claim apprenticeship incentives. (4) This is a matter on which I shall seek advice from the new board.
