(1) What is the Department’s policy on timing of payments for grants or contracted services?
(2) Does the Department meet its own policy objectives to the non Government organisations?
(3) Have any non Government organisations complained about late payment of grants or regular contract payments in the period 1 March 2009 to 1 March 2010?
(4) How many grant or contract payments have been made late in the period 1 March 2009 to 1 March 2010?

The answer for the Department for Communities (DfC) which includes Community Services is:
(1) Both contract services and grants are paid in accordance with the state government's
Financial Management Act 2005
, Treasurer's Instruction 323 - Timely Payment of Accounts. In line with this instruction DfC's policy for the payments for contracted services or grants are:
· Contracted services are paid under DfC's Non-Government Service Agreement, Schedule 4 Clause 2 - 'Payments will be made on the first days of July, October, January and April in each year subject to the provision/receipt of reports set out in, and in accordance with, the terms set out in Schedule 5 & 6 (of the service agreement).'
· Grants payments are processed on approval of funding from DfC's delegated authority in accordance with Treasurer's Instruction 323.
(2) Yes.
(3) No.
(4) Contracted services:
· 117 payments made on 2 July 2009 (one day late)
· 118 payments made on 7 October 2009 (six days late due to transition to new contract management system) - affected organisations were formally notified prior to the delay in payment.
