I refer to the Estimate hearings on Thursday, 17 June 2011 and the evidence given by Mr Simon Walker, Executive Director, Policy, Planning and Innovation in relation to statistical data, and I ask -
(1) Now that data for general training delivery and apprenticeships and traineeships has been consolidated, whereas before it was done in separate ways, exactly what difference is this going to make to the previously published statistics?
(2) What risks were identified with some of the data in terms of privacy and confidentiality?
(3) What privacy and confidentiality issues were there with the previously published statistics on the department’s internet site, given that there was nothing to identify any person?
(4) What is the difference in the statistical data that will be available on the department’s internet site and the data that identified users can access?
(5) Exactly who are the identified users and what determined them as users?

(1) Apprenticeship and traineeship data has been streamlined into a more accessible and user friendly format and, where appropriate, has been modified to address privacy and confidentiality concerns.
(2) Some of the previously published tables contained information that would potentially enable individuals to be identified when combined with other information.
A commonly used approach is to suppress information when there are very small numbers and a number of detailed characteristics being reported.

The management of personal information - good practice and opportunities for improvement
report released on 28 March 2011, in which the Ombudsman describes personal information as "...information that identifies an individual or could identify that individual."
(3) Some of the tables contained information relating to very small numbers and a number of detailed characteristics that would potentially enable individuals to be identified.
(4) The website provides the general public with relevant training activity information on apprentices and trainees.
A wide range of data items cross-tabulated in various ways is still available on the Department's website to identified users who will have access via web based technology to data cubes that are relevant and specific to their organisation.
(5) The Department has identified various users who require detailed data to fulfil their roles and support their operational needs; for example
· Industry Training Councils will have access to the data relevant to their industry sector. The Department funds industry Training Councils as the peak industry advisory bodies for various industry sectors to provide advice to government on industry training needs;
· The Construction Training Fund (CTF) is required to collect levies under the Building and Construction Industry Training Levy and Collection Act 1990, and therefore must be able to obtain the appropriate information to fulfil its obligations under the Act; and
· Training Providers already have access to most details contained within the Training Records System for records where they relate to their students. The Department will be enhancing that access with improved data systems and tools. This will enable training providers to access the data for the purpose of analysing their performance relative to State trends to improve their responsiveness to industry and student training needs.
