858. Hon LYNN MacLAREN to the minister representing the
Minister for Housing:
(1) Can the
Minister for Housing confirm that demand for public housing for older people is
expected to increase dramatically, with the highest increase in demand from the
85-year-old-plus group?
(2) Is the
minister aware that 29 per cent of all residents in public housing in Australia
are over 65 years of age, 48 per cent of whom are over 75 years of age?
(3) What are the age demographics of public housing tenants
in Western Australia?
(4) Is the
minister aware that during a Senate inquiry into housing affordability, federal
Treasury identified that the proportion of people aged 55 to 64 who fully owned
their own homes shrunk from 74 per cent to 54 per cent in 2008?
(5) In WA, what is the percentage of people aged 55 to 64 who
fully own their own home?

(1) Yes; this
is consistent with our ageing population and studies such as ''Older
persons in public housing: present and future profile'' (McNelis, Sean.
2007; Australian Housing and Urban Research Institute, Swinburne–Monash
Research Centre) which are based on census and other Australian Bureau of
Statistics data.
(2) Yes.
(3) The
demographics are: 18 years of age and under, 35 per cent; 19 to 40 years of
age, 19.8 per cent; 41 to 55 years of age, 16.4 per cent; 55 to 65 years of
age, 10.8 per cent; 65 to 75 years of age, 9.8 per cent; and over 75 years of
age, 8.2 per cent.
(4) Yes. However, this related more to a shift from owning
outright to owning with a mortgage.
(5) According
to the 2011 ABS census in Western Australia, there were 262 070 people aged
between 55 and 64 years inclusive. Of these, 118 935 identified themselves as
owning their home outright and a further 76 871 owned their home with a
mortgage.
