I refer to a three month pilot program in 2013-2014, which commenced at Banksia Hill Detention Centre involving a collaborative working partnership to improve the management of joint clients in detention, including better transition planning for children in care exiting detention, and I ask: (a) what was the outcome of the pilot program and will the Minister table a report on the program; (b) was funding allocated in 2014-2015 and over the forward estimates to continue the program and, if so, how much funding was allocated; and (c) if the program did not continue, why did it not continue?

(a) The outcomes of the trial program identified improved collaboration between the Department for Child Protection and Family Support (the Department) and Banksia Hill (Banksia Hill) Detention Centre and was an opportunity to strengthen communication and inform collaborative processes. The trial enabled clearer procedures and processes to be put in place, however the need for a full time position was not warranted.
The trial was undertaken to guide decision-making relating to operational functions. It was never the intention to commission a formal report, therefore a report on the pilot program will not be tabled.
(b) The trial was never funded. As the trial was ceased in 2014, a proposal for funding for the 2014/2015 financial year was never made. However, the procedures and processes of the trial have been incorporated into the duties of the Senior Court Officer from the Perth Children’s Court.
(c) Evidence from the trial showed a full-time position was not justified and the role is able to be provided by a part-time Senior Court Office from the Perth Children’s Court who has significant links with Banksia Hill and the children.
