243. Hon KATE DOUST to the
Leader of the House representing the Minister for Energy:
(1) What arrangements have been made to complete the Port
Hedland temporary power station?
(2) Who is the contractor appointed to complete these works?
(3) Who owns the power generation units on site?
(4) Does Horizon have an agreement with the owners of these
units to put them into operation?

I thank the honourable member for some notice of the
question.
(1) Horizon
Power has identified outstanding works to complete the balance of plant portion
of the Hedland Precinct Power Project and is in the process of executing these
works to have them completed by the end of May 2014.
(2) There are
a number of contractors appointed to complete the works. I will endeavour to
get a bit more detail on that for the member.
(3) The power
generation units are owned by American Power Rentals Energy; however, the
receiver of Forge Group, KordaMentha, is disputing this.
(4) The
design, build, operate and maintain contract that Horizon Power had with Forge
required Forge to operate and maintain the power generation units. Due to Forge's
insolvency that contract was terminated. However, Horizon Power is in the
process of developing an agreement to lease generation from American Power
Rentals Energy.
