BUNBURY
924. Hon DARREN WEST to the parliamentary
secretary representing the Minister for Transport:
I refer to the minister's
answer to question 204 asked on 13 March 2014.
(1) Is the
government now planning to extend the privatisation of practical driving tests
for ancillary heavy rigid and heavy combination vehicles beyond Bunbury and
Busselton?
(2) If yes to
(1), which other areas will be affected and who will be providing the services
in each of those areas?
(3) Why were
these changes made and when will the changes come into effect?
(4) What is
the likely cost to individuals as a result of these changes?
(5) Will the
minister table a copy of the review undertaken following the trial in Bunbury
and Busselton; and, if not, why not?

I thank the honourable member for
some notice of this question.
(1) In June 2014
the Department of Transport issued a tender seeking suitably qualified
registered training organisations—RTO—to perform heavy vehicle
class HR and HC assessments on the department's behalf. Twelve such
organisations were engaged in November 2014, with a further three RTO
subsequently appointed. Customers retain the option to have their assessment
conducted by Department of Transport assessors.
(2) RTO perform
those services statewide and a current list of the 15 RTO is available on the
Department of Transport website.
(3) These changes
came into effect late November 2014. The changes were to enhance customer
choice and convenience.
(4) There is no
cost change as a result of this partnership initiative and the prescribed fees
apply.
(5) Yes. I table
the report entitled, ''Alternative Practical Driving Assessment Trial —
HR and HC''.
