(1) Yes. (2) The licensee is in breach of the following condition: W10(a) The licensee shall store environmentally hazardous chemicals including fuel, oil or other hydrocarbons (where the total volume of each substance stored on the premises exceeds 250 litres) within low permeability (10-9 metres per second or less) compound(s) designed to contain not less than 110% of the volume of the largest storage vessel or inter-connected system, and at least 25% of the total volume of substances stored in the compound. An inspection conducted on 24-25 September 2002 determined that the bund was non-compliant. Ashton Safety and Environment Consultants are conducting a risk assessment audit on all storage facilities. This audit and a provision of an upgrade schedule is required to be submitted to the Department by 31 December 2003. The licensee has been in breach of the licence since the condition was introduced in 2000. A departmental inspection of Barrow Island, in conjunction with the Department of Industry and Resources, is proposed before the end of the year. (3) Eight (8) breaches have been identified based on the inspection held on 24-25 September 2002. One of these is the above, the other seven, six of which were to do with reporting requirements, have been addressed. (4) Yes. (5) Yes, however, this needs to be assessed further by the Department before the material is deemed to be remediated. (6) No, 6000m3 of remediated soil was removed from the landfarm in October 2002. Approximately 4,000m3 of the treated soil was re-used as top dressing for well heads. An additional 2,000m3 was stockpiled in the terminal bund. Following licence review in September 2003, approval from the Department must be obtained prior to any reuse, storage or removal of material from the bioremediation facility. (7) Remediated hydrocarbon contaminated soils are assessed against guidelines specified in the Contaminated Sites Management Series “Assessment levels for soil, sediment and water.” (8) Yes. (9) Not applicable. (10) No, however, the information is available as raw data within the Barrow Island Operations Annual Environmental Reports. These are publicly accessible documents. (11) Yes, As per licence condition S5(b), Chevron Texaco is required to record and report data relating to: · Approx annual volume of oily sediments applied to the facility. · Average daily wastewater application rates. · Projected tillage frequencies. · Average monthly nutrient application rates. Chevron Texaco must obtain prior approval from the Department before any material is reused, stored or removed. (12) Not applicable. (13) Currently, the licensee is required to report all flowline leaks that affect a ground surface area greater than 100m2 (Condition W9(b)). (14) Under licence condition W9(a) The licensee shall maintain records of all flowline leaks. , the following leaks have been recorded. Note that the following numbers are for all leaks, not limited to those impacting over 100m2. (a) 2000 - Production flowline leaks total 179 (Total area 3684.5m2). All other leaks are detected through direct observation and aerial inspections. (17) Yes, as required under conditions of licence G3(v) Parameters set out in W8(a). (18) Not applicable.
