I refer to the requirement in the
Victorian Training Guarantee
that precludes students from obtaining government subsidised training places unless they pursue higher qualifications than they already possess, and to media reports on 13 September 2011 that the Minister liked 'the notion' of the Victorian entitlement model, and I ask —
(1) Whether the Government intends to include the same preclusion in the new Western Australian Vocational Education and Training (VET) model?
(2) If yes to (1), I refer to the suggestion in the Victorian Essential Services Commission's
VET Fee and Funding Review
that Victorian VET students have deliberately not finalised training courses in order to provide them with the flexibility to undertake several government funded courses of an equivalent level, and I ask what will the Government include in the new VET model to avoid this occurring in Western Australia?
(3) If no to (1), whether the Government intends to include a similar preclusion in the new Western Australian VET model?
(4) If no to (3), does the Government intend to include any preclusion on access to subsidised training places?
(5) If yes to (3) or (4), what are the details of this preclusion?

(1) The specific design of an entitlement model for Western Australia is currently being developed.
Consistent with the requirements of the National Partnership Agreement on Skills Reform, there is in principle support from key stakeholders for an entitlement model for Western Australia that will be a student centred, demand driven model that supports the State's training priorities.
At this stage, the eligibility criteria for an entitlement have not been finalised or endorsed by government.
