Since the contacting out of the IPLF labour the port has significantly reduced its labour force. In the past, under the IPLF we took on 4 trainees over 2 years. The traineeships lasted 2 years and involved training in all aspects of port work including stevedoring operations. This type of traineeship cannot be justified with the current low labour numbers in the port, and is now more suited for the private sector operator to provide. 3. Not applicable Broome Port Authority 1. (a) none (b) none (c) n/a (d) n/a 2. No. The port of Broome is the smallest of Western Australia’s regional port authorities. The Port of Broome has an administrative staff of 4.5 FTE and an operational staff of 12.5 FTE who perform pilotage, stevedoring and maintenance work. The port does not currently have any apprentices or trainees. Apprenticeships The port has not full time tradesperson positions. The port has regular work for three employees with trade qualifications as electrician, boilermaker and mechanic respectively, but their work at the port in these fields is done in conjunction with their employment as stevedores. There is insufficient work at the port to occupy one tradesperson full-time in any of these disciplines. The port thus does not yet have the workload to be able to provide an apprentice with the on-the-job experience required for the trade qualification. The port may be able to consider taking on an apprentice when the business expands to the point where trades work in certain fields is sufficient to occupy a tradesperson full time. Traineeships The port’s workforce is fully staffed at present and there is insufficient work (especially in the mid wet season period January – March) to be able to justify or afford taking on any additional staff or a trainee. Business at the port, however, is continuing to grow and the Port will consider taking on a traineeship (Certificate II in Stevedoring) as soon as there is sufficient workload to justify it and the course is available (according to the Department of Education and Training no training provider is yet registered to provide the Certificate II in Stevedoring but the Maritime Training Centre at Challenger TAFE at Fremantle is considering doing so). 3. The Port of Broome has an administrative staff of 4.5 FTE and an operational staff of 12.5 FTE who perform pilotage, stevedoring and maintenance work. The port does not currently have any apprentices or trainees. Apprenticeships The port has not full time tradesperson positions. The port has regular work for three employees with trade qualifications as electrician, boilermaker and mechanic respectively, but their work at the port in these fields is done in conjunction with their employment as stevedores. There is insufficient work at the port to occupy one tradesperson full-time in any of these disciplines. The port thus does not yet have the workload to be able to provide an apprentice with the on-the-job experience required for the trade qualification. The port may be able to consider taking on an apprentice when the business expands to the point where trades work in certain fields is sufficient to occupy a tradesperson full time. Traineeships The port’s workforce is fully staffed at present and there is insufficient work (especially in the mid wet season period January – March) to be able to justify or afford taking on any additional staff or a trainee. Business at the port, however, is continuing to grow and the Port will consider taking on a traineeship (Certificate II in Stevedoring) as soon as there is sufficient workload to justify it and the course is available (according to the Department of Education and Training no training provider is yet registered to provide the Certificate II in Stevedoring but the Maritime Training Centre at Challenger TAFE at Fremantle is considering doing so). 3. Main Roads has underway a number of initiatives for building capability and is committed to continue employing Clerical and Technical Full time Trainees and School-Based Trainees in 2004 and 2005. At present a 2-year Technical Trainee Program is being finalised and piloted in the Kimberley Region. Approximately 6 Trainees will start on the Program. 3.
