(1) For the past five financial years the Western Australian Planning Commission has approved the creation of the following numbers of residential housing lots:
2008/09: 22,772
2007/08: 29,552
2006/07: 29,552
2005/06: 33,515
2004/05: 28,209
Of these conditionally approved lots, the following number of lots have gone on to meet the conditions of title creation and receive the WAPC's final approval:
2008/09: 12,186
2007/08: 18,115
2006/07: 20,916
2005/06: 20,689
2004/05: 18,605
(It should be noted that subdivision undertaken by Redevelopment Authorities, and built lot strata subdivision of less than 5 lots that are approved by Local Government, are outside the scope of these WAPC approval figures.)
(2) For the first 6 months of the 2009-10 financial year, 17,587 lots were conditionally approved by the WAPC. For the same period, the number of lots provided with services and approved as 'title-ready' by the WAPC was 5,788.
Lot production has fallen over the last five years as the industry has moved from a growing economy with high increases in demand in 2005-06 and 2006-07 through a global economic crisis in 2008-09. This has resulted in restrictions on the availability of finance for development and a decline in demand.
