I refer to the answer to question on notice No. 914 that the Minister gave on 9 September 2009, where she said the Department has developed a performance indicator, to measure proactive compliance monitoring with the target of spending not less than 10 percent of the resources allocated to the licensing function, and I ask -
(1) How many resources were allocated to the licensing function with the Department of Water for the financial year 2009-2010?
(2) How many resources were allocated to proactively monitor compliance with water licenses for the financial year 2009-2010?
(3) How many resources are allocated to the licensing function with the Department of Water for the financial year 2010-2011?
(4) How many resources are allocated to proactively monitor compliance with water licenses for the financial year 2010-2011?
(5) How many licenses issued under the
Rights in Water and Irrigation Act
, and for what volume of water, were subject to compliance surveys during the year 2009-2010?
(6) What were the outcomes of those compliance surveys?
(7) How many licenses issued under the

I note in effect the Member has asked 7 questions within this one question which required a considerable amount of time for the Department of Water to supply information for.
(1) 87.85 FTEs.
(2)  The actual number is not available but the Department of Water (DoW) committed a minimum of 10% of the total FTE available.
(3) 79.5 FTEs.
(4)  The DoW committed to 10% of the total FTE available but this may fluctuate with shifting priorities due to the dry season.
(5)  1,340 licences with a total allocation of 764.2GL.
(6)  The DoW manages non-compliance through the issue of infringement notices or negotiations with licensees to rectify the matter depending on the significance of the non-compliance.
(7)  A minimum of around 700 licences will be subject to a compliance survey. The volume of water is not available until the end of 2010/11.
