I refer to that part of the answer to question on notice 2133, which states - Several years of work will be necessary to investigate ways of minimising the economic, social and environmental costs of any grade separation at Leach/Stock; to discuss this with the Councils involved; to obtain community and other stakeholder input; and to go through the legal process of such an MRS amendment, (1) Will the Government complete these several years of work before any grade separation is commenced? (2) If yes, what will be the effect of sustained level of service “F” prior to grade separation? (3) If no to (1), will any upgrades be undertaken before the years of work are completed; and, if so, what form will they take? (4) When the construction of grade separation eventually commences, given that the intersection will probably be operating at LoS “F”, what effects are expected in terms of - (i) traffic detours and temporary land constructions; and (ii) loss of amenity to surrounding residential and business locations? (1) Yes. (2) There will not be sustained periods at LoS “F” before this intersection is improved. Short periods, say 10 to 15 minutes, at LoS “F” are not unusual during peak periods and are manageable, as they are at many intersections in the Perth metropolitan area. (3) Not applicable.
