Can the Minister confirm that the Commissioner for Consumer Protection has issued a certificate for the 17 September 2010 amendments to the Rules of Association submitted by the Scout Association of Australia, Western Australian Branch, as mentioned in his correspondence to Martin Whitely, MLA on 15 March 2011?

As indicated to the Member in my letter to him on 15 March 2011 alterations to the Association's rules were lodged with legal effect with the Associations and Charities Branch on 17 September 2010.
A letter to this affect was sent the Scout Association on that same date- which I table for the Member's information. Amendments of the Rules do not require the issue of a certificate.

Associations Incorporations Act
1987 requires an Association to maintain an up to date copy of its constitution and to make this record available for its members to inspect and copy on request. I recommend that the Member encourage his constituents to make this request. In the event that the amendments are not reflected in the constitution your constituents should contact the Department of Commerce to lodge a further complaint.
