I refer to the plight of rural landowners who are in the designated Industrial Park of Latitude 32 and whose property is covered by the
Hope Valley-Wattleup Redevelopment Act 2000
, and I ask:
(a) is there a revised master plan envisaged that will include the proposed intermodal terminal and associated infrastructure, and if yes, when will this plan be completed, and if not, why not;
(b) given that there was a clear indication to landowners that all structure plans were near completion almost 3 years ago, why have they taken this length of time to be completed;
(c) when will the local structure plan and Design Guidelines for Stage 2 of the Latitude 32 development be approved and commenced;
(d) given that there are a number of elderly residents in the Latitude 32 Park who are struggling to sell their property on the open market, will the Government make an offer to purchase these landowners based on the existing hardship criteria, and if so, when; and
(e) As Landcorp is limited to a small amount of money each year to assist purchases of property based on hardship, will the Government increase this budget in order to speed up and expedite the purchases of property for those in hardship?

(a) I am advised that the amended Master Plan which includes the proposed Intermodal Terminal will be completed by the end of 2012.
(b) The redevelopment of Latitude 32 is a long term project, with a 30 year timeframe. Local Structure Planning must be progressively developed in stages to ensure the plans are relevant for the life of the estate.
(c) It is anticipated that the Planning Area 2 Local Structure Plan, including the design guidelines, will be lodged with the Western Australian Planning Commission in May 2012. A decision from the WA Planning Commission is then due within three months from the date of lodgement.
(d) It has never been Government's intention to acquire all of the land within the 1400ha Latitude 32 Industry Zone. LandCorp receives a Community Service Obligation each year to administer the project as well as to 'stand in the market' to acquire some rural properties. LandCorp will consider all applications to purchase from existing landowners, but these must be accommodated within the available funding.
(e) There are currently no budget proposals to increase the funding for further acquisitions within the redevelopment area. Approval of the District Structure Plan for Latitude 32 Industry Zone provides greater certainty for landowners, developers and those seeking to invest in the area and this is expected to provide further opportunities for existing landowners to transition from the area.
