BUILDING BLOCKS FAMILY SUPPORT PROGRAM
The building blocks family support program put in place by the coalition Government was to have had $9 million allocated to it to run over a four-year period from 2001. The program was to support and assist families and, in particular, mothers with new babies, especially in the all-important formative first two years. (1) What funds have been spent on the program in 2001 and 2002? (2) Does the Government intend to continue the program, and will it extend the program to cover all families at risk? (3) If so, what is the budget estimate for the program for the 2002-03 financial year? Hon LJILJANNA RAVLICH

I thank the member for some notice of this question. The original building blocks program was a joint initiative of the Department of Health and the Department for Community Development. The following information refers to the components of the program provided by the Department for Community Development or funded not-for-profit services. (1) An amount of $465 000 was spent in 2000-01 and $665 000 was spent in 2001-02 by the Department for Community Development. (2) The building blocks program has been aligned to the Government’s family strength program. Intensive home visiting programs and Aboriginal early years services have been extended to a further three sites: the Goldfields, the north west metropolitan area and Armadale-Kelmscott. (3) The total funds allocated to the Department for Community Development’s family strength program, which now includes building blocks services, for 2002-03 is $2.839 million.
