(1) (a) The Department of Housing and Works does not directly employ apprentices. However it does have a strong commitment to the employment of apprentices through a requirement in its various contracting arrangements for contractors to employ either apprentices or trainees depending upon the type of work being undertaken and the location. Further examples of the department’s commitment are complemented by schemes like the Mid West Training Group Scheme and the Aboriginal Apprenticeship Scheme which provide apprenticeship opportunities for Aboriginal people through the use of departmental building and refurbishment contracts. The department also provides training and employment opportunities through a number of Aboriginal specific programs, such as the Management Support Program, the Community Construction Program and the Aboriginal Strategic Communities Investment Program with 255 opportunities being created for Aboriginal people throughout the State in 2002/2003. (b) The Department has a strong emphasis on employing trainees, especially aboriginals, and since the early 1990’s has taken on 186 trainees. The Department has retained 80 of these trainees as employees with others gaining employment elsewhere or deciding to further their studies. (c) (i) 18 traineeships were commenced. Of these, 9 have left the Department before completing their traineeships, 8 have been employed in a permanent or contract capacity and one is still completing the course. (ii) 29 traineeships were commenced. Of these 8 have left the Department before completing their traineeships and of the remainder the Department has employed 4 in a permanent or contract capacity with the likelihood that several others will be employed permanently as their traineeships are completed.
