In the 1987 document, ‘Coogee Beach - What a Brilliant Future’, produced by the then Deputy Premier’s office, it notes that the coastline from Woodman Point to South Fremantle should be zoned Parks and Recreation -

(2) - (3). The Coogee Redevelopment Agreement between the State Government and the City of Cockburn signed by the Hon. David Parker in 1988 and the Coogee Master Plan released (1993), identified the potential for a marina and associated resort and commercial facilities along the coastline in South Coogee. The intentions contained within those reports were subsequently formalised in the Port Catherine Project Agreement 1997 and 2000. Planning for Port Catherine will result in a break in the parks and recreation reserve.
