641. Mr McGOWAN to the Parliamentary Secretary to the Minister for Tourism:
I refer to the Perth Convention and Exhibition Centre project and ask -
(a) will the Government table the finial contract with the successful tenderer;
(b) if not, why not;
(c) will the Government table the key performance indicators in relation to this matter;
(d) what are the details of the 35 year hand back deal entered into with the successful tenderer;
(e) are the key performance indicators to be negotiated on the basis of this 35 year arrangement; and
(f) if so, how?

The Minister Replied:
(a) Yes.
(b) Not applicable
(c) Yes as part of the final contract.
(d) It is proposed that the consortium will hand back the PCEC facility and stadium facility to the State at the end of 35 years. As per the Request for Proposal, ancillary facilities will be on a 99 year lease.
(e) Yes.
(f) It is proposed the KPI's will be established for the first ten years and will be reviewed on an annual basis.
A marketing fund will be established and failure to meet the hurdle KPI's in any year will trigger the expenditure of the marketing fund to secure additional business. The amount required will be in direct proportion to the shortfall in the relevant KPI.
If Multiplex fails to meet the hurdle KPI's in three successive years, an event of default will be said to have occurred. An event of default gives the State step in rights to resume part or whole possession of the leased premises.
