I refer to the aerial cull of wild horses in the Kimberley which took place in October 2013 and the Department of Aboriginal Affairs’ (DAA) commitment to work with the RSPCA to develop a long-term strategy to ensure humane management of feral horses, and ask: (a) has the DAA started developing this strategy; (b) if no to (a), when will this work commence; (c) will a draft strategy be released for public comment; (d) when will the final strategy be completed; and (e) when will the final strategy be implemented?

(a) Yes.
(b) Not applicable.
(c - e ) Future management of the Aboriginal Lands Trust held Pastoral Leases, including meeting any statutory obligations in the removal of feral animals is a matter for the Aboriginal Lands Trust. The Department of Aboriginal Affairs, on behalf of the Aboriginal Lands Trust, is continuing to work with the RSPCA and relevant government agencies to develop a long term management strategy for the Pastoral Leases at Lake Gregory and Billiluna. The Aboriginal Lands Trust has not advised that it will be seeking broader public comment on its operational management of the Pastoral Leases.
